If you have chapped lips apply some Vaseline, and with a tooth brush, gently rub your lips before applying the lipstick.

If you want to have a professionally contoured face then make threes with your foundation or base around your major areas—cheeks, jawline, the width of your forehead, and around your upper and lower lip.
